I need help with my T.V.?

My neighbor has this radio that he talks on like truck drivers do, and for some reason his voice comes through my T.V every time he talks on it. I wouldn't be to bothered about this, but he talks on it for hours almost every night. Even if I have my tv muted or off it still comes through. I know telling him about it wouldn't do anything, so I didn't even bother doing that. Does anybody know if I can do anything? It only comes through the tv in my room, and no other tv.
